A soluble fibre from fruit. In a lozenge it is an oral demulcent: it forms a film over the irritated surface. It relieves by coating rather than by numbing or by suppressing a reflex.
A demulcent lozenge is doing something mechanical. That is a smaller claim than an anaesthetic makes, and the labels reflect it.
